Matzkin and the bankers' other servants,
and the pro-slavery bourgeoisie, aided
by
the press monopolies, they prepared
the ground
for a deliberatemassacre; with their
intelligence
services, they incited the bystander
merchants,
aiming to confront the workers with
the ruined
middle classes.
They are who loaded the shotguns and
rifles
of the police, the Gendarmerie and
the Prefecture
murderers, to riddle the picketers
with grapeshot.

As with [working class martyrs] Te-re-sa
Ro-dri-guez, Vic-tor Cho-que, Ani-bal
Veron,
the 31 murdered on 20 December and
the Ave-lla-ne-da
massacre, the sepoy regime, IMF's pimp
shows
that it is a true occupation regime.
They only can session with their Parliament
rounded by strong iron fences and guarded
by the same murderous police that slaughtered
the three boys of Floresta cold-blooded.
They constitute an occupation regime
that
receives their orders from foreign
powers,
from bloodsuckers IMF & Bush, and
at
this service they death-starve and
gun-riddle
the workers and the ordinary people.
They have declared us the war, [and
kill
and injure us] every time we get up
to demand
work for everybody, jail and punishment
to
the corrupt ones and the sellers of
the nation,
and that the crisis be paid by the
bankers,
the monopolies and the IMF.
For them it is not enough to leave
to the
working class in the misery and the
unemployment,
but rather they murder and repress
cowardly
and treacherously those that claim
miserable
plans "Trabajar" ("Let's
work")
of 150 lecops a month and food-bags
for not
dying from hunger.
They accuse the picketers and the working
and popular fighters of being violent,
when
the workers have already left 50 martyrs
in the last few years, in Tierra del
Fuego,
in Cutralco, in Corrientes, in Mosconi,
in
the Plaza de Mayo and in Avellaneda!
They
describeus as violent when popular
fighters
-such as Castells- remain imprisoned;
while
all their murderous policemen and gendarmes,
political thieves and paid union bureaucrats,
are alive and in freedom!
For the dissolution of the police,
the gendarmeria
and the whole repressive apparatus,

by yesterday's genocidists and the
bourgeois'
parties that saved them!
Enough of letting them killing us!
The workers
are legitimately entitled to defend

the murder of (Anibal) Veron, Justiniano,
Gomez, Santillan and Barrios , to demand

the North of Salta that were resisting
in
the (renamed) Plaza del Aguante ("Square
of the Endurance"). They threatened
them with a new terrible massacre in
the
hands of the gendarmeria that had occupied
the county to the service of the murderous
Salta Governor Romero and the imperialistic
oil companies [set up in that oil-rich
province].
Not a bit of trust in the justice,
neither
in the judges, all of them are friends
of
and have been named by Videla, Alfonsin,
Duhalde, Menem and the infamous regime!
For workers' and popular tribunals
to judge
and to punish the murderers and their
accomplices!
Freedom now for the imprisoned for

[the government's officials] have announced
the advancement of the elections for
[next]
March. They want to impede that a new
"December
20" finishes sweeping all track
of this
infamous regime, their corrupt judges,
their
deputies-servants and employees of
the different
gangs of capitalists and bankers. They
want
to impede a defeat in the streets of
their
murderous occupation troops -of the
police,
the gendarmeria and the prefecture
and other
"forces of security", at
the hands
of the working and popular fury.
They want us to negotiate our martyrs
and
their blood and the bread in the house
of
the working-class -both employed and
unemployed
ones- families in exchange for voting
our
executioners.
We can not allow this new fraud, this
grotesque
imposture. Today more than ever is
necessary
to regroup our forces to prepare a
new December
20, because that will be the road to
impose
an ACTIVE BOYCOTT to the faked elections
and fraudulent politics of the infamous
regime
and their murderous hyenas.
In 1997, (remember that) those same
De Gennaro
and Moyano organized "federal
marches"
with the CCC to then fill the box of
bourgeois
"progressive" political puppets
to whom they very gladly said "all
this
is yours... Chacho! ". We cannot
allow
them to use neither the blood nor the
fight
of millions of Argentinean workers
and people
to erect at the head of the mobilization
some new "Chachos", as this
(Lilita)
Carrio who -hand on hand with the PyMEs
and
the Banco Credicoop highwaymen- wants
to
condemn the fight of the workers and
use
it to get many votes and "pinch"
positions in the infamous regime. This
is
the aim of this media pet-chimera,
the National
Front against the Poverty (Frenapo
). They
are those who always throw water to
damp
and suppress the fire of the working
class
and popular fight, who set devices
to divide
us, to demoralize us, in the form of
truces
and siren's songs of"defense of
the
democracy". Thus they give time
to the
gendarmeria and the police of this
"democracy"
in order to disband and batter and
grind
the workers and the people.
For that reason, comrades, don't let
us allow

The hate and the unanimous reject caused
by the massacre of Avellaneda have
seized
the whole Argentinean working class.
The
comrades of the Coordinator of Movements
of Unemployed "Anibal Veron"
-that
counted in their ranks today's martyrs,
and
who were in the outpost of the fight
against
the police's and prefectura's provocation-
have all the authority to summon NOW
a National
Congress of Employed and Unemployed
Workers.
With a call of this type, workers'
thousands
would choose delegates in the factories,
in the transport, in the offices and
in the
banks, jumping the fence of the sold
bureaucrats,
to organize a great and decisive national
fight.
DOWN WITH THE UNIONS BUREAUCRACY, ACCOMPLICE
AND SERVANT OF THE MURDEROUS GOVERNMENT,
WHICH MAKES THE PEOPLE STARVE!
Hundreds of thousands of picketers,
beyond
the organizations they belong to, of
fighting
workers, of assemblymen, aspire and
look
for an unitary fight. The traitors
of the
union bureaucracy impede it.
Those bureaucrats that are not directly
in
the government support it from without,
as
Daer and Moyano do.
The leadership of the CTA calls to
subordinate
the working fight to the Front against
the
Poverty. They want to put the fights
and
the working deaths to the service of
the
electoral campaigns of the agents of
the
yank embassy as the Carrio and the
thieves-bankers
of the Credicoop.
DLElia and Alderete left the picketers
in
the Puente Pueyrredon isolated. They
say
they stand for "non violence"
while
allowing the oppressors to grind the
fighting
picketers and workers with sticks and
guns.
As they did yesterday when De la Rua's
fall
on December 20, today they "denounce"
a "plot against Duhalde."
They
are the "picketer bureaucracy"
of the infamous regime! Those that
divide
and impede a unitary fight and organization
of the unemployed workers are the same
those
that were sworn in never more to block
the
roads and the bridges. They are the
eradicators
of the picketer movement!
The honest fighters of the CTA and
the CCC
should balance their bills with these
leaders
and demand that they convene the 3rd
Asamblea
Piquetera (3rd National Picketers Assembly)
to build a democratic and unitary organization
of the 50% of the working class that
suffers
from hunger, unemployment and layoffs.
The Bloque Piquetero can not continue
one
day more believing that they are "the
Convening Board" of the whole
picketer
movement of Argentina. They should
put themselves
to the service of summoning to this
great
Congress of employed and unemployed
Workers,
just now.
Hundreds of fights flourish all along
the
provinces: civil servants, teachers,
etc.,
and today the miners of the Turbio
Coalmine
have taken the mine and the provincial
legislature
in defense of their work source. The
workers
of the Scotiabank with their fight
advance
the combat against the thousands of
bank
workers' discharges that approach.
All the
workers in fight would see in this
convocation
the possibility to coordinate and to
centralize
their fights next to the picketers,
the assemblymen
and the rest of the workers. To propel
this
convocation, it is necessary to set
up local,
zonal and regional coordinating committees
of all the sectors in fight. The same
coordinating
committees as those that arise and
spread
in La Plata , in the Alto Valle and
around
the fight of EPEC in Cordoba, or as
the one
that is being already impelled from
Brukman.
No doubt, this is the road to conquer
an
Indefinite General Strike with pickets,
factory
takings, and roadblocks. Enough of
waiting
that the union bureaucracy of Moyano
and
De Gennaro, the masters of the truce
that
sustains the infamous regime, be those
that
summon this great fighting day that
the Argentinean
working-class class needs to end the
task
that began on 19 - 20 December!
Against the power of the regime of
occupation
of the bankers' and the IMF, let us
stand
up and strengthen the organs of working-class
and popular power
To conquer the demand "Off with
them
all, not even one alone should remain!",
to defeat the infamous regime of occupation,
the road can not be the one that stands
for
the reformist left of the regime that
wants
to make us believe that by voting to
a "democratic
Constituent Assembly" the wrongs
and
the sufferings of the workers and the
people
will be solved.
They want the workers and those that
fight,
to believe that peacefully and voting
one
will be able to get work and worthy
wages.
The massacre of Avellaneda puts again
red
hot that all serious attempt to fight
on
the part of the workers and the people,
even
to get the most minimum thing as a
foodbag,
will be answered by the bands of armed
men
with repression and cold-blood slaughter.
The dictatorship of the capital must
be demolished
that already cannot even give the least
eating
piece to its slaves, and much less
a true
job and a wage able to allow the workers
and their families to survive.
Since December 20 the workers have
put up
their own fight organizations and taken
the
crisis and the problems in their hands,
from
the popular assemblies, the pickets,
the
factories taken by their workers to
put them
to produce after they were abandoned
by the
bourgeois one.
A great National Congress of self-organized
Employed and Unemployed Workers, with
the
Popular Assemblies, would be the first
step.
So that the exploited can take decisively
in our hands the crisis that we suffer
and
prepare the overthrow of the regime
of the
exploiters, impelling and coordinating
our
own security guard with our self-defense
committees.
The deputies of the left organizations
that
claim to be to the side of the workers
and
their fights, as Luis Zamora, Roselli,
Vilma
Ripoll, Altamira, Echegaray, Patricia
Walsh,
cannot continue legitimating with their
presence
those caves of bandits, the Parliament
and
the provincial legislatures. (Those
institutions
hated by the workers and the people).
They
have in their hands the possibility
to hit
a hard blow to those criminals hated
by the
masses. That the parliamentarians of
the
left give up their seats! That all
together
they summon to a great national congress
of employed and unemployed and of all
those
that fight! That they have the honor
of losing
their posts in the parliament of the
exploiters,
to conquer a position as delegates
to this
working-class and popular congress,
a true
parliament of the workers!
Today the workers of LAPA have come
out again
to fight in the City Airport -as did
last
year those of Aerolineas Argentinas
that
were able to save their jobs, with
the support
of millions of workers and the Argentinean
people-. They should demand in assemblies
that deputies Alicia Castro and Basteiro
-leaders of the aeronautical unions-
break
their subordination to the bourgeois
fronts
they are into, give up their parliamentarian
seats and submit them to that National
Congress
of Workers and Popular Deputies. Otherwise,
they will demonstrate once again, to
be twins
to the union bureaucracy being bought
by
the bourgeois politicians with the
union
quotas and the millions of the social
security
but also with parliamentary positions.
For a government of the workers, the
picketers
and the popular assemblies, based on
the
organizations of direct democracy of
the
masses in fight and their self-defense
committees
The National Interbarrial (Inter-neighbor
Assembly) of March 17, voted to fight
for
a government of the workers, the picketers
and the popular assemblies. Last year
in
Mosconi, after the gendarmeria murdered
Veron,
the picketers of the North of Salta
imposed
the "Program of the 21 points",
where among other things, they reaffirmed
they wanted sound jobs (not plans "Trabajar").
They also reaffirmed their will to
coordinate
their fight with that of the employed
workers,
in defense of their gains and wages.
But
not only that. They denounced that
through
the plans Trabajar the unemployed workers
were given as a by-product of big fights,
the bourgeoisie tried to use them as
slave
manpower in oil-companies, construction
plants
and factories so as to lower the wage
of
the already employed workers. The unemployed
workers in the pickets and roadblocks
claimed
their allegiance to direct democracy
as the
right way to distribute the plans and
to
choose their leaders. They swore in
to toss
and denounce any kicks offeredby the
bosses
to the sold out leaders and traitors
of the
working-class movement and their organizations.
Next to this, popular assemblies, and
organizations
of picketers have proposed hundreds
of demands
that attack the property of the exploiters
as the only solution to the crisis
of the
working class. The nationalization
under
working-class control of all factories
that
close and/or discharge workers is the
claim
of the workers taking over and putting
to
work their closed factories as those
of Brukman
in Buenos Aires, of Junin Clinic in
Cordoba,
and of Zanon Ceramic Tiles in Neuquen.
The
program of the working class and the
people
for a way out of the crisis is already
part
of the conscience of millions of exploited
in its fights. The rupture with the
IMFis
a claim of all the workers that enter
to
the fight.
How to put an end to the hunger, and
the
persistent price rises? The traitor
union
bureaucracy wants us to conform to
the miserable
100 pesos (25 dollars) a month wage
increase
[for 6 months], when the devaluation
[of
the peso] has been of 400% already,
and the
inflation ofthe family basket sums
70%, razing
with all of our wage. Meanwhile, the
bourgeoisie
are hiring unemployed workers to 150
Lecops
per month and want to collapse even
more
the working-class wage.
The situation doesn't improve with
aspirins
like the food-bags or this miserable
wage
increase! The answer of the whole working-class
movement should be "$1.200 of
minimum
wage -indexed by the inflation- for
all the
workers!" How to fight against
the increase
of the prices? We should set a plan
of alimentary
emergency based on the expropriation
under
working-class control and without compensation
of the big food companies and grain
traders,
and big supermarkets, so that working
class
and popular committees guarantee price
controls
and the direct distribution to the
population.
Don't everybody want to defend the
wholly
gratuitous public health and education,
so
that our children can study and don't
die
as flies like those just born babies
in Tucuman
province? But how could we, without
refusing
to pay the foreign debt?To stop the
bleeding
of thousands of millions of dollars
it is
necessary to break up with the IMF
and to
confiscate without compensation and
under
working-class control all the imperialistic
companies, as those privatized by the
Spanish,
French and Germanpirates. To return
their
savings to the small savers, and to
have
low rates so that there are cheap credits
for the small producers, there is no
other
way out that to fight for the expropriation
of the banks and their centralization
in
a single state-banking under control
of the
workers.
We cannot allow the whole objective
of our
fight to be reduced to a bunch of miserable
plans "Trabajar" and subsidies
of 150 Lecops, and be forced to subsist
with
food-bags, even losing our lives in
the streets
to get them. That cannot be the fate
for
the only class that produces the national
wealth neither the way out from the
crisis
that the regime and this criminal system
carried us to!
For the development of a really great
fight,
to put our feet on the exploiters'
chest
-even to achieve the most minimum of
our
goals-, it is necessary to go for everything.
(Only when they realize the possibility
of
losing their property, the exploiters
throw
some crumbs to those that fight).
Our claim must be: "For the workers
and ordinary people to live, the imperialism,
the bankers, the pro-slavery bourgeoisie
and their servants, all their system,
should
perish!" This is the most immediate
task in order to organize and to centralize
our fights to conquer a true government
of
the workers, the picketers and the
popular
assemblies.

Prefecture is the corps of armed jackals
in charge of the surveillance and repression
of "crime" along the river and
seacoasts. The Gendarmerie is in charge of
the surveillance and repression of "crime"
along the country borders... but of late
they have been in charge of the repression
of all the roadblocks and the factory take-outs
and the protests against the privatizations.
Federal State bonds, redeemable in
about
six years; 150 lecop = 35 dollars.
Lecops
are sometimes considered as currency
(not
for paying taxes or essential services
as
gas, water, energy, etc.). However,
some
shops refuse to accept them at their
official
value of 1 peso = 1 lecop, or takes
them
only as a partial pay.
Each one containing one 1 kg-packet
of wheat
flour, one of corn flour, one of white
rice,
one of soybeans, two of spaghetti or
macaroni,
one ? kg packet of lentils, one of
beef-lard
to fry, sometimes a 1l flask of sunflower
or soybean oil.
(JuanPi) He is the same one minister
who
under De la Rua's government bought
some
leaders at Mosconi and Tartagal (Salta),
in exchange of cooling down the picketers'
fighting. He distributed some hundreds
of
plans "Trabajar" to help
treacherous,
corrupt leaders to "blackmail"
their followers, transforming these
leaders
in "unofficial officials"
of the
bourgeois state. Some of them, however,
as
"Hippi Fernandez", have just
now
been named thoroughly official functionaries.
Unemployed Salteno workers who during
diverse
roadblocks in Salta province were murdered
by the police and the gendarmeria,
under
De la Rua's government, while demanding
"Jobs
for everybody!"
CCC, or Corriente Clasista y Combativa
(=
"Combative and Class-conscious
Current");
this movement is formed by sympathizers
of
the Maoist PCR (Partido Comunista Revolucionario
= Revolutionary Communist Party) and
different
groups of Castroite and Guevaraist
militants.
One of its leaders is bourgeois parliamentarian
D'Elia. Imprisoned Castells is also
a militant
of the CCC, the leader of its retired
workers'
branch.
"Chacho" (Carlos) Alvarez
was a
very articulate "progressive"
bourgeois
politician, an ex -Peronist, who founded
the "Frepaso" (Front of Social-Sensitive
Parties), then formed the "Alianza"
(a front between the Frepaso and the
old
center-right Radical Party). He served
some
months as vice-president to the government
of De la Rua. He resigned after failing
to
honor his promise to address and solve
the
extended corruption in the Senate.
Elisa "Lilita" Carrio is
a very
pious center-right politician, who
wants
every elected official to resign, apparently
echoing the popular demand. She went
a "media-star"
politician by denouncing the corrupt
deeds
of ex -presidents Menem and De la Rua
during
their mandates, specially their liaison
with
the Citigroup. She is allegedly a JP
Morgan
and other financial groups' agent,
with good
ties with the US Embassy and the FBI.
PyMes = Small and Medium-sized Enterprises.
These bourgeois use to have most of
the employed
"in black", and the government
gives them permit to hire workers already
on the social plans (with the 150 Lecops
as a wage) and are excepted to comply
with
the social protection laws. The Banco
Credicoop
(Cooperative and Credit Bank) is the
main
lender and organizer of these PyMEs.
It is
mainly owned and managed by ex -CP
leaders
and henchmen.
The Frenapo is a movement in favor
of a "popular
front" impulsed by the CTA, the
"self-organized"
shantytowns charity of the catholic
priest
Father Farinello, and some other union
leaders
and bourgeois "progressive"
parliamentarians
(some of them from the same Chacho's
Frepaso).
During the 19-20 December battles of
the
workers and people against the attacks
of
the police in Buenos Aires, the Frenapo
members
were mounting stands in the main avenues
of the Capital City, and picking up
middle-class
signatures to support a project to
be submitted
to the Parliament. The project aimed
to "prohibit
hunger and poverty".
13 December, 2001, Argentine workers
imposed
a general strike which had a almostabsolute
acceptance by the population, including
employed
and unemployed workers, ruined middle-classes,
rural debt-ridden small farmers, etc.
The
strike was called by all the Union
Federations
in an attempt to discipline and tame
the
increasing fightingspirit of the workers
and ordinary people and their hate
for politicians,
monopolies and banks. But the strike
surpassed
the provisions of the bureaucratic
leaders.
(Two months before the turnover for
the polls
-Argentine citizen are legally enforced
to
vote- had been an historical low of
40%,
and among those who effectively voted,
the
30% had put slices of sausage, comics
and
sex-magazines clippings, dirty pieces
of
paper or had annulled their votes).
19-20 December, 2001. On these dates
hundreds
of unemployed workers and their starved
families
assaulted the imperialistic chains'
hypermarkets
to take food and essentials for them
and
their children, while picketers blocked
the
roads. Meanwhile workers and youth
battled
against the the police in Buenos Aires
and
the principal cities, suffering 31
deaths
and hundreds being injured. After the
government
of ex -President De la Rua dictated
the state
of exemption, a massive demonstration
of
workers and ruined middle-class defied
it
and filled the Plaza de Mayo, banging
pots.
These developments culminated with
the resignation
of economic minister Cavallo, and finally
with the fall of De la Rua and all
his government.
Coordinadora de Movimientos de Desocupados
"Anibal Veron", a loose alliance
of numerous, mostly Guevarite or similarly
"left populist" Movements
of Unemployed
Workers (MTDs) in the South of the
Great
Buenos Aires towns (Avellaneda, Lanus,
Lomas
de Zamora, Glew, Ezeiza, Guernica,
Quilmes,
etc.). They bring together mostly young
and
militant unemployed or underemployed
workers.
The massacre of Avellaneda left two
of them
dead, murdered by the Itakas of the
police
and the prefectura, and many more severely
gunshot. There were also many otherwounded
demonstrators not belonging to the
"Anibal
Veron".
Some bureaucrats long trenched into
the principal
unions -as Atanasof, Barrionuevo, his
wife,

La Plata is the capital of Buenos Aires
province.
It is a region with a long tradition
of workers
and students fights. It used to be
a strong
industrial compound in the seventies.
The
Alto Valle is a long Valley between
the southern
provinces of Neuquen and Rio Negro,
a region
of fruit farms, agro-industries, dams,
oil
and many other industries. It has many
towns
where militant movements have developed,
against the trigger-happy and corrupt
police,
for the public education, for jobs
for everybody,
etc. Both La Plata and the Alto Valle
have
important and combative campuses.
The Alto Valle is a long Valley along
the
Negro (Black) River linking the southern
provinces of Neuquen and Rio Negro,
a region
of grapevines and fruit farms, agro-industries,
dams, oil-drilling and many other manufactures.
It has many towns where militant movements
have developed, against the trigger-happy
and corrupt police, for the public
education,
for jobs for everybody, etc. Both La
Plata
and the Alto Valle have important and
combative
campuses.
LAPA is a private home-traffic airline.
Its
staff is currently in strike and blocked
the road to the City airport and the
airport
building hall to oppose layoffs and
disrespect
of security standards. Aerolineas Argentinas
personnel fought bravely a long and
popular
fight (with strikes, pickets, rallies,
acts
and blocking of the landing fields
for the
home and international lines in the
City
Airport and Ezeiza International Airport).
In spite of the threats, imprisonment
and
physical attacks by the government,
the police
and the imperialistic privatizers.
They could
offset the fraudulent bankruptcy of
the airline
and stop the subsequent massive layoffs.
Alicia Castro and Basteiro are CTA
leaders
as well as their own unions' (Stewardesses',
and Land Personnel's, respectively),
and
besides they are House Representatives.
