С одной стороны, это не может не радовать противников империализма, потому что эти острые противоречия уменьшают угрозу консолидированных действий на мировой арене всего империалистического лагеря, с другой стороны, это может подтолкнуть некоторые из империалистических держав к авантюристическим действиям, которые поставят под угрозу мир на нашей планете. Легко объясним рост этих противоречий. Характерное для империализма стремление разрешить свои проблемы традиционным для этих стран методом за счёт более слабых стран и народов потерпело неожиданное поражение — впервые за последние четверть века, прошедшую после краха государственно-бюрократического социализма в СССР и европейских странах социализма. Решительное поражения в Сирии реакционных сил, стремившихся захватить власть в стране, не позволило США, стоявшими за ними, развязать агрессию протии Ирана, как это, совершенно очевидно, планировалось американскими стратегами, и тем самым попытаться взять под свой контроль весь Ближний Восток. Это поражение и связанное с этим радикальное изменение в расстановке сил на Ближнем Востоке заставило правящие круги США и их союзников считаться с этим и учитывать в своих расчётах при проведении внешней политики. В этих условиях империалистические страны начали выяснять отношения между собой и первыми в этой роли выступили Соединённые Штаты, обвинившие своих союзников в неравноправных экономических взаимоотношениях, наносящих ущерб экономике США. Не секрет, что выступление Владимира Путина перед недавними президентскими выборами в той его части, в которой говорилось о выдающихся достижениях российского военно-промышленного комплекса, продемонстрированных в ходе сирийской кампании, было с восторгом встречено патриотической частью российских избирателей и во многом способствовало феноменальному результату российского президента на четвёртых для него выборах. Но не только они радостно реагировали на выдающиеся достижения российских учёных, конструкторов и производственников — с нескрываемым удовольствием потирали руки в предвкушении новых заказов и ожидаемых сказочных прибылей хозяева военно-промышленного комплекса США. И они, разумеется, не ошиблись. Военный бюджет США сразу же возрос на более чем шестьдесят миллиардов долларов, а это ведь только начало нового витка гонки вооружений, той гонки, — которой не видно конца, пока человечество не избавится от империализма. И нет сомнения, что империалистический монстр приложит все усилия, чтобы как можно скорее преодолеть случившееся отставание. Не следует забывать и о выступлении Трампа, который сообщил о новых планах увеличения ядерных вооружений США, в том числе, и в области расширения возможностей его применения. Интересно отметить, что эта перспектива не вызвала ответного прилива энтузиазма со стороны союзников США, прежде всего, в Европе. Разумеется, речь не идёт о законченных марионетках, правящих ныне на Украине и в ряде других постсоциалистических государств, которые судорожно хватаются за любую возможность продемонстрировать своё искреннее раболепие мировому жандарму. . Слова поддержки новому скачку в развитии американского ядерного вооружения, несмотря на его уже несоизмеримость с реальными потребностями, пришла от властей той страны, которая, казалось бы, меньше всего должна была бы поддержать это наращивание безразмерных американских ядерных сил – от правительства той страны, которая стала первой жертвой практического применения ядерного оружия против собственной страны – от правительства Японии! Очевидно, в условиях резко возросшей агрессивности американской администрации по отношению к своим союзникам правящие круги Японии надеются как-то умилостивить разбушевавшегося Трампа. Думается, это тщетные надежды – опыт говорит, что уступки империалистическому давлению только разжигают ненасытные аппетиты империалистического монстра. Пресса и электронные средства массой информации западноевропейских стран продолжают, пусть в меньшей степени, драматизировать проблемы с беженцами, нахлынувшими в Европу с Ближнего Востока и Северной Африки, всячески замалчивая вину Запада и, прежде всего, важнейших империалистических государств, за те драматические события, которые и вызвали волну эмиграции из родных мест.  При этом всемерно раздуваются неизбежные в таких обстоятельствах факты бытовых преступлений незначительной части беженцев из более чем двух миллионов эмигрантов, которые в массе своей ничего больше не желают, кроме как убежать от кровавого кошмара у них на родине и не подвергать смертельному риску свою жизнь и жизнь своих детей, получить возможность работать и зарабатывать себе на жизнь. Но в западных странах, едва только вышедших из кризиса и уже в ужасе всматривающихся в контуры приближающегося нового мирового экономического кризиса, нет ни возможности, ни тем более желания решать проблемы беженцев за счёт некоторого ущемления своих интересов. Поэтому проблема с беженцами продолжает оставаться взрывоопасной и может иметь тяжёлые последствия не только для Европы, но и для всего для всего мира. Вместе с тем, нельзя не отметить, что погашен, хотя бы на время, один чрезвычайно опасный очаг напряжения, таивший в себе угрозу серьёзного обострения международной обстановки — северокорейско-американский конфликт, о котором обеспокоенно говорилось в выступлениях и решениях предыдущей конференции. Насколько длительным будет это вне сомнения временное перемирие, трудно сказать, тем более, что у КНДР уже имеется печальный опыт соблюдения договорённостей с Соединёнными Штатами – руководители этого государства давно известны тем, что они придерживаются подписанных ими международных соглашений только до тех пор, пока это их устраивает и тотчас же отказываются от них, как только в этом отпадает необходимость. Как и все предыдущие годы, коммунистам приходится жить и бороться в неустойчивом и беспокойном мире, бдительно следить за происками мирового империализма и поднимать трудящиеся массы на борьбу за свои коренные интересы, в том числе и с целью не допустить новых военных авантюр, от которых в конечном итоге больше всего страдают рабочий класс и трудовое крестьянство. Экономический кризис обостряет столкновения между государствами, малыми и большими, за приобретение новых рынков сбыта, за контроль над зонами, в которых находится сырье, необходимое для воспроизводства капиталов и приобретения сильных позиций ввиду третьей мировой войны, к которой капитализм ведет эти государства. Крупные империалистические державы мобилизуются с  тревожной скоростью и решимостью. Столкнувшись с перспективой грядущей мировой бойни, мы обращаемся к трудящимся всего мира. Сегодня, налицо нарастание мирового межимпериалистического противостояния с угрозой новой мировой войны. Причиной этого нарастающего кризиса является капиталистическая система в целом, поэтому целью пролетариев всех стран должно быть свержение капитализма в каждой стране и в мире в целом. Независимо от того, кто является инициатором военных конфликтов.   Если это жестокое общество потребления ведет только к войне, к уничтожению всего и всех во имя сохранения капиталистической социально-экономической системы, которая его породила, тогда мы должны объявить войну войне, и бороться против капитализма за мировой порядок, который не нуждается в эксплуатации, кризисах, войнах и миллионах погибших,  ради выживания небольшой международной группы олигархов. Только всемирный революционный процесс может остановить новую мировую войну, а вместе с ней уничтожить поддерживающую его экономическую систему. Только принципиально иная — социалистическая  организация производства и распределения общественного богатства,  может стать гарантией того, что подобное  варварство не будет повторяться периодически с трагической пунктуальностью. Единственно реальным противодействием третьей мировой войне может быть только революционное свержение капитализма руками организованного мирового пролетариата.   Поэтому, пользуясь случаем, мы обращаемся ко всем участникам 56-ей интернациональной антивоенной ассамблеи и ко всем сознательным пролетариям нашей планеты. Товарищи, в нашей общей борьбе недопустим никакой союз с национальной буржуазией во имя защиты "независимости", "демократии", "мира" и т.д.   Любые "патриотические" движения неизбежно оказываются под контролем тех или иных империалистических государств, превращаясь в их орудие в "войнах по доверенности". Историческое время буржуазных революций прошло. Нет буржуазных фракций, способных на какие-либо новые революционные преобразования. В этих условиях, мы, «Интернациональный пролетарский союз» — выступаем за создание всемирной коммунистической организации из людей, стоящих на позиции коренных классовых интересов пролетариата и опирающихся на принципиальные положения марксистской теории. Капиталистическая мировая система входит в новый системный кризис. Не хватает только субъективного фактора — международной пролетарской партии, построенной на научных принципах марксизма.  Или мировая революция предотвратит мировую войну, либо мировая война породит мировую революцию! Борьба коммунистических и других левых партий, общественных объединений, простых граждан за мир может быть только поддержана и должна быть поддержана всеми, кому дорог мир на этой планете. Очевидно, что главным источником угрозы миру являются многочисленные противоречия между странами и их альянсами, а также противоречия в самих этих странах, порожденные господством так называемого глобального капитализма. Конечно, без ликвидации глобального капитализма невозможно устранить угрозу войн. Но при этом ответственность разных стран и, прежде всего, правящих классов этих стран за создание угрозы новых войн в разных регионах мира и угрозы новой мировой войны различна. Поэтому, нельзя ставить знак равенства между ответственностью США и других стран НАТО и ответственностью России, Китая, или КНДР. Как известно, военный бюджет США больше военных бюджетов всех других стран вместе взятых. По этой же причине коммунистические и другие левые партии, общественные объединения простых граждан должны бороться в первую очередь против тех социальных и политических сил в мире, а также тех факторов, которые представляют собой главную угрозу миру. Они должны не ограничиваться только указанием на эти силы и факторы, а предлагать и создавать свои меры и факторы, которые могли бы даже в существующих условиях ослабить имеющиеся военные угрозы и дать действенный рецепт антивоенных действий. В частности, региональные конгрессы этих партий и движений, а также мировой конгресс могли бы предложить и добиваться: 1. Наложения всеми странами моратория на дальнейшее увеличение военных расходов. 2. Подписание региональных и иных договоров о ненападении, исключении военной силы при разрешении конфликтов, а также договоров о коллективной безопасности, и создания систем коллективной безопасности. 3. Поэтапной ликвидации всех военных блоков, в первую очередь блока НАТО, в строго определенные сроки. 4. Поэтапной ликвидации всех военных баз на всех чужих территориях в строго определенные сроки. 5. Безусловного осуждения и запрета всех видов оружия массового уничтожения, в том числе ядерного. 6. Безусловного запрета разработок любых новых вооружений и подписания соответствующего договора всеми странами. 7. Принятие программы поэтапного разоружения всех стран в строго определенные сроки. The convulsions of the imperialist system give birth to more and more wars on all continents, and particularly in the Middle East and in Africa. You very rightfully stress the situation in Palestine. We took part in last December to an Open World Conference, in which we heard many testimonies by comrades from Africa, Middle East, and all over the world, emphasizing the responsibilities of imperialist countries in these wars. They also showed how the fight of the working class for its own interests is the only way out of this situation. The declaration adopted by the Conference reads: “Throughout the conference, the speakers hailed the fight of the Palestinian people for their inalienable rights. Numerous speakers stressed the overwhelming responsibility borne by international institutions and, over and above their crocodile tears, that of the reactionary regimes and governments of the Middle East. The participants in the conference reached the same conclusion. Everywhere, the workers and the oppressed peoples are confronted with a terrible crisis as a result of the decomposition of the capitalist system. And they are resisting with dogged force. On the pretext of ”fighting terrorism”, imperialist wars dismembering nations and sowing chaos are spreading on behalf of the big multinationals which are competing ferociously with each other in order to loot natural resources and basic commodities. These wars are throwing millions of workers and young people onto the roads of exodus. At the same time as the imperialist governments attack the oppressed peoples, and increase their military spending in order to do so, these same governments, in the name of the crisis, are seeking to destroy all the gains of the workers in the imperialist countries.” The fight against the war is an integral part of the revolutionary struggle of the Fourth International, and this is a pleasure for us to greet your meeting.   Comradely, The International Secretariat of the Fourth International ◆ LALIT July 22nd, 2018, Mauritius Dear Comrades, LALIT in Mauritius expresses solidarity on the occasion of the 56th International Antiwar Assemblies in Japan. We met comrades from your organisation in France for the Lutte Ouvière Festival in May 2018 where we shared our common struggles against the US Military bases in Japan and in the Indian Ocean. In 2008 one of our comrades participated in a demonstration in Japan against the Okinawa military base and against military bases in Tokyo. This year marks 50 years’ Independence of Mauritius, but prior to Independence in 1968, the British Government excised part of Mauritian territory, the Chagos Archipelagos, and leased the island of Diego Garcia to the US imperialist to house what turned out to be a massive military base. Mauritian-Chagossian people who were living there were expelled in the most inhuman conditions. The Diego Garcia military base was used in the wars against Afghanistan and Iraq. B-52’s took off for bombardment and killed innumerable civilians. The base was also used for rendition and torturing prisoners and may hide nuclear materials and weapons. For 42 years now LALIT is actively involved in an ongoing campaign at local and international level to build support around 3 intertwined demands: (1) Decolonization of the Chagos Islands, illegally split off from Mauritius (2) Closure of the US military base of Diego Garcia (3) The right of return of the Chagossian people some of whom are having a demonstration right now in Trafalgar Square in London. Our struggle in Mauritius is moving a step further with the decision of the UN General Assembly by a majority 94 against 15 States voting to take the issue of continued Chagos colonization before the International Court of Justice at The Hague which will have its first hearing on the 3rd September this year. The Japanese Government was among the 15 States allying with US and British military agenda and voted against the historic motion. However any advisory opinion from the ICJ in favour of Mauritius will not be binding. But it will certainly re-enforce our on-going struggle for demilitarization of the Indian Ocean. In LALIT we are inspired by the determination and commitment of comrades in the Japanese Anti War movement for fighting against US bases in Okinawa and elsewhere in Japan, and support your struggle. We heartily endorse the sentiments of Overseas Appeal.  The struggle against an increasingly aggressive US imperialism is vital for the working class of the world. In Britain, the right-wing government headed by Theresa May seeks to ally with Donald Trump and make trade deals to compensate for the loss of the European market following “Brexit” (Britain leaving the European Union). The Brexit vote has been followed by an increase in racist violence against immigrants and the revival of extreme, neo-Nazi, nationalism. Neo-Nazis and racists are exploiting the hostility towards established politicians felt by many working class and small business people in the depressed areas of England and Wales, where the vote for Brexit was highest. In these areas, traditional industries such as mining, engineering and fisheries no longer exist, resulting in high unemployment or low wages in insecure work. The Appeal rightly states that in many EU countries there has been a growth of extreme right-wing and neo-fascist parties, expressing an extreme racist and nationalist ideology, in some cases entering government. The growth of such movements reflects the failure of the reformist social-democratic parties to provide an alternative to increasing misery and oppression of the working class. Authoritarian politics and poverty-creating economic policies have become the norm as capitalism attacks the working class in response to economic stagnation. In our message to the 55th Assembly last year, we discussed how the death of 72 people in the Grenfell Tower apartment block in London last year was caused by cladding which was highly flammable and unfit for a large block of flats. The Conservative Government’s commitment to reducing safety regulations has allowed working class lives to be lost in the pursuit of profit. We noted how the Conservative administration of the wealthy “Royal” Borough of Kensington & Chelsea where Grenfell Tower is situated had over a long period refused to house homeless families locally and sought to make the borough a place where only the wealthy would live. Political pressure, including that of the Grenfell Action Group that represents those who lost their homes in the fire, has prevented the local authority from treating the Grenfell survivors in the same way but, in a borough where there are 2,000 empty homes, 60 of the households who survived the fire have still no permanent home. Much of the housing in Kensington & Chelsea and other parts of central London is owned by property speculators and often deliberately kept empty. In Britain as a whole, over 300,000 people, or one person in 200, are “officially” homeless, mostly in temporary accommodation but the official figure of just under 5,000 sleeping “rough” (i.e. sleeping in the open air or in doorways, etc.) is an underestimate. Even official figures show homelessness increasing every year. The replacement of traditional state schools run by local authorities by elitist “academies” (a policy begun under the Labour Government of Tony Blair, but greatly expanded under the Conservatives), has meant that the children most oppressed sections of the working class are more than ever marginalised and excluded from educational opportunities. The cost of university fees also takes the opportunity to gain advancement through education away from working class children. “Social mobility”, once trumpeted as a sign that capitalism worked for everyone, has shown a sharp decline. Capitalism’s thirst for profit is driving climate change and threatening the world we live in. Unprecedented high temperatures and flash floods are causing destruction throughout the world, driven by fossil fuel burning. Recent examples of this destruction include the heavy rainfall in Laos has caused flooding that has killed dozens of people and left thousands homeless. Japan has suffered devastating flooding caused by exceptional rainfall, and this catastrophe has been followed by intense heat that has caused many fatalities. Rising temperatures have caused drought across many countries, including much of Europe, causing fires which in the case of Greece have taken many lives. The British Government nonetheless insists on introducing the oil extraction methods known as “hydraulic fracturing” or “fracking”, which have been shown to have local environmental consequences and produce more CO2 emissions. This policy also maintains the use of oil as fuel, which means continuing CO2 emissions, thus maintaining global warming. Under US President Donald Trump, investment in the highly-polluting tar sands has more than doubled, with Trump acting in concert with Canada’s “Liberal” Prime Minister Justin Trudeau to push forward the extraction of tar sands oil in Canada for export to the United States. The extraction process caused massive environmental damage, destroying the homelands of indigenous peoples, and causes massive carbon emissions. One of Trump’s first actions as President was to withdraw the US from the Paris Agreement on Climate Change. “America First” means boosting profits for big US capital at the cost of destroying the environment humans need for survival. That 250,000 demonstrated in London against Trump’s visit to Britain on 13 July and thousands more demonstrated in other parts of Britain shows that there is strong resistance to the British Government’s attempts to build closer political, economic and military ties with the Trump administration. But there is a need for revolutionary leadership and consciousness. Many left-wing people in Britain have put their faith in Labour Party leader Jeremy Corbyn, and the election of a Labour Government with Corbyn as Prime Minister. Labour Party membership at the time of the 2015 election defeat under Ed Miliband was just over 200,000, and since then support for Jeremy Corbyn as leader has caused an increase to over 550,000. Labour is now committed to a programme of providing more publicly-owned housing at a rent working class people can afford in major cities including London, and to ending the Conservative programme of privatisation of the publicly-owned National Health Service. However, a future Labour Government under Corbyn would be compromised both by the right-wing Labour Members of Parliament and by the economic constraints of capitalism. The Labour Party has already agreed to continue the development of the Trident nuclear weapons programme, thus committing any future Labour Government to maintaining Britain as an imperialist nuclear power, as all previous Labour Governments have done. The only answer is the development of working class revolutionary and internationalist consciousness. We, in News and Letters Committees, are also concerned with the possibility of nuclear war, which seems more likely now that the U.S. — the country with the largest nuclear arsenal and the most powerful army in the world — has as their “Commander in Chief,” the lunatic, narcissistic, millionaire, criminal, woman abuser, racist, anti-immigrant, neo-fascist Donald Trump. As we wrote in our Editorial Statement in the July-August 2018 issue of News & Letters: “In addition to ‘security guarantees,’ the agreement between U.S. President Donald Trump and the ‘Supreme Leader’ of North Korea Kim Jong-un, gave China an excuse to ease economic sanctions on North Korea, and Trump bestowed upon Kim a suspension of war games with South Korea and, not least, what pundits pointed out could only be given once: the legitimacy conferred on Kim by finally getting a long-sought summit with a U.S. president. But the pundits forget that, in return, Trump gained legitimacy and normalization — as was proven well enough when liberals and centrists, not to mention ‘Left’ apologists for North Korea, fell into his trap by practically nominating him for a Nobel Peace Prize. They castigated anyone who pointed out that Trump was only turning down the heat on his own war threats. “While Trump promotes his twisted, racist, capitalist conception of ‘national security,’ the real question for him is his own power. He’s not going to turn around next year and admit that Kim gave up nothing in terms of nuclear weapons and missiles; if it comes to that, he will simply accuse Kim of treachery and take several steps back down the road to war. Meanwhile, the administration has said little about intelligence that North Korea continues to expand its nuclear weapons production facilities…. “The liberal/conservative establishment laments Trump’s attacks on the old alliances and the old liberal order since, in their time, they benefited capitalism and kept the U.S. on top. They fail to understand that the new moves, however poorly thought out, are aimed at benefiting capitalism and keeping the U.S. on top in a changed economic-political environment. In place of rules-based trade, which was always geared toward U.S. supremacy, Trump prefers bullying each country ‘bilaterally.’ Like Kim Jong-un, Bashar al-Assad, and ISIS, Trump knows the value of open and not only hidden displays of the brutality that has always been central to the capitalist economic order. “Both rulers and masses feel the oppressive weight of the lack of a future for them if this system continues — and fascism presents itself as a false alternative. The real opposition to a new fascist order is seen not in the Democrats, let alone the Republicans distancing themselves from Trump’s immigration atrocities, but in the mass outrage without which those politicians would not have found their voices; in the mass resistance that is still plagued by the false alternatives of electoral politics as well as of the pseudo-Left whose ‘anti-imperialism’ brings them alongside Kim, Putin and Assad’s counter-revolution. “For the mass outrage to result in a true alternative — an emancipatory, revolutionary transformation creating the foundations of a new human society — it needs to coalesce not only with all the forces of revolution but with a philosophy of revolution”. We agree completely that, as you write: “… the U.S. and North Korean rulers are keeping their missiles aimed at each other’s people,” as wars in Yemen, Syria, Congo, Afghanistan, etc., have all been aimed at killing civilians. This has led to unprecedented levels of migrants and refugees, literally fleeing for their lives, only to be met with increased brutality and racism from the rulers of the countries they are fleeing to. Trump has set a new record in inhumanity in this realm by forcibly taking children from immigrants, a move that so outraged citizens in the U.S. and the world that demonstrations erupted worldwide, forcing him to back away from his Nazi-like policy. His alternative is hardly better, incarcerate whole families for months in what can only be described as prison camps. For 56 years now, you have been regularly organizing those assemblies. In itself, that is an important achievement, not only for Japanese workers and Youth, but for the struggle of the working class world-wide. It is important to preserve continuity in recalling the fact that when new means of potential development for all mankind came into being, as they were controlled by imperialism, the first use made of those means was to carry a destructive blow against mankind. One must never forget that is American imperialism, the strongest imperialism in the world, which was the first to use nuclear power as a murderous weapon against the people of Japan and in preparation of a Third World War. At the time, the Fourth International was the only labour organization to denounce the crime and to underline the fact that this monstrous act vindicated the basis on which the Fourth International had been founded: the fact that the development of science and technics under capitalist control would not improve the fate of the people, but on the contrary would be used to carry blows against them. All the events since then have confirmed the fact that the overthrow of the capitalist system of exploitation based on the private property of the means of production is a pre-condition to the lasting peace and to harmonious and fraternal relations between the different nations and peoples. In this year 2018, the commemoration and the tribute to the victims of the first nuclear assault has a special meaning. In 2018, to maintain the system of exploitation, imperialism — under the leadership of American imperialism — is ready to use all mean and threats, available against the workers and the people. Everywhere, its aggressive moves, its contempt for all democratic and workers’ rights, its denial of the right of the people to decide for themselves, through local wars and aggression, is preparing the conditions of a generalized war. The situation in the Middle-East is a clear illustration of that reality. In the whole area, people have been crushed by the unlimited use of means of destruction. Nations have been dismembered, States turned into mafias subordinated to imperialism. The result is a barbarous devastation in the midst of which a concentrated attack is aimed at the Palestinian people and the revolutionary meaning of their struggle against oppression. Open threats of war are levelled at Iran just as it was the base against Iraq in 2002. In Asia, American imperialism openly speaks of the potential need of an armed conflict with China., and threatens the whole continent with aggressions and devastations. Some months ago, it threatened North Korea of total destruction if it did not follow the orders given by Washington. No one can believe that that danger no longer exists because the North Korean bureaucratic regime has entered a negotiation with American imperialism.  Threat is still there. In Africa, in countries like Mali, wars are extending with the aims of imperialism, its will to plunder even more that continent. In Latin America, at the very time when the most elementary democratic rights are trampled on in Brazil, war against Venezuela is openly advocated. In Europe, at any time, the flames of war can be awoken in CENTER AND Eastern Europe. At the same period, while the post franquist-monarchical regime of Spain is answering by repression to the demand of self-determination and republic put forward the Cataluña people expressing the will of all people in Spain, the people in Greece has been ruined in the name of the European Union. As you write, “the XXI-st Century world is under darkness, now is the time for the working people to unite and fight.” They do fight. It is the will of workers and youth to fight back and win. That is demonstrated in Japan by a succession of mass protest actions against the Abe government. They fight in the United States where the struggle of the low paid workers, the strikes of the teachers, combine with growing demonstrations against Trumps’ policies. They fight in Europe as was expressed in the struggle of the French working class against the Macron government, especially in the strike of the railway workers against the railways’ privatization and to defend their rights. The working class, in very difficult conditions, fights back world-wide. It is that international struggle which is the basis for a genuine struggle against the threats of war, for peace. The struggle against war cannot be separated from the struggle against exploitation, against the system of exploitation which leads to wars, destructions and barbarism. To forge the unity of the workers in the world, already engaged in struggle, it is necessary to break with all the forces submitted to imperialism, which oppose the unity of the working class and the people; which pretend that a solution can be found by reaching an agreement with imperialism. What is on the order of the day is the building internationally of an independent political force regrouping of all those engaged in the class struggle, who fight unconditionally for working class independence, working class democracy, and for the overthrow of the capitalist system of exploitation, which can only bring along new disasters for civilization and for the humankind.   Comradely The OCRFI Secretariat ◆ Faridabad Majdoor Samachar (Faridabad Workers Newspaper) July 30th, 2018, India   Dear participants in the 56th International Antiwar Assemblies, warm greetings from Faridabad Majdoor Samachar/Kamunist Kranti. A few points for your consideration friends: 1. Capital (wage-labour based commodity production) has been global from its very establishment in the early 1800s. Even merchant mediated commodities (simple commodity production premised on personal/family labour or exotica) had a global dimension and that underlay the first colonisation to establish money-market relations globally. Wage-workers have very rapidly become global wage-workers after 1970. Today we are in the phase of global wage-workers. 2. The incomparable leap in the productive forces that began with the introduction of electronics in the production processes in the 1970s has rapidly transformed the framework for our activities. Today in the phase of Artificial Intelligence, the possibility for the abolition of work in general and of wage-work in particular has greatly increased. 3. With the exchange of different goods becoming increasingly significant, Adam Smith-Ricardo-Marx made contributions to an appropriate conceptual framework: average social human labour congealed in the goods underlay their exchanges. But by the 1880s the role of machines had become so significant that this conceptualisation became increasingly irrelevant. In this context Marx's "Fragment on Machine" in Grundrisse will be of interest. Today, in 2018, in the face of increasing dysfunctionality of money-market relations, holding on to the earlier conception is simply bizarre. 4. Each one of us is a part of the seven billion. Each one's ancestors are seven billion's ancestors (and vice versa). We of course need to joyfully accept our ancestors contributions. But our ancestors have also left quite some baggage which needs to be politely discarded. We need framings that transcend identity politics. 5. Mechanistic sciences have deeply affected the social sphere in the nineteenth and twentieth centuries. Given the complexities and multiple dynamics, it seems appropriate to see, to read, to act in terms of possibilities, probabilities, densities. La misma se profundiza porque los imperialismos han quedado con las manos libres para disputarse el mundo luego de aplastar a sangre y fuego los dos focos revolucionarios claves a nivel internacional como lo han sido Ucrania y Medio Oriente. Lo ha podido hacer, apoyado en el cerco que le impusieron las direcciones traidoras a la revolución siria, mientras quinta columnas estalinistas, junto a la oligarquía del Donbass, controlaban a sangre y fuego a los mineros sublevados de la región, lo que permitió el avance del fascismo de Kiev. Las conferencias de Minsk y de Ginebra fueron el centro del teatro de operaciones de coordinación de las fuerzas de la contrarrevolución mundial de EEUU, el Maastricht imperialista y Rusia. Ante el crac mundial, el 1% de parásitos se está quedando con el 50% de las riquezas del planeta. Los capitalistas y sus regímenes de todo el mundo, han lanzado una guerra abierta contra la clase obrera. Ha largado, en los cinco continentes, un ataque brutal de flexibilización laboral, despidos en masa. La esclavitud asalariada se profundiza. Prueba de todo esto es la existencia de 200 millones de obreros migrantes en todo el mundo. Ellos son una sub-clase que ya ni siquiera tienen lugar como parte del ejército industrial de reserva. El mercado mundial se ha achicado. Ayer, en 2008, cuando estalló el crac mundial, de la mano de Obama, EEUU le arrojó su crisis al planeta con una política de pactos y acuerdos, como se intentó en el Atlántico con la UE de Maastricht y en el Pacífico con Japón y más de 14 países de esa región. Aprovechando la crisis de Wall Street, tanto las potencias imperialistas de Maastricht como Japón avanzaron sobre las zonas de influencia yanqui en todo el planeta. Por eso hoy viene Trump con una política ofensiva, patea el tablero, rompe los pactos y acuerdos con el resto de las potencias imperialistas que no le sirve y lanza esta guerra comercial para mantener su supremacía en el mercado mundial. Los buitres comienzan a picotearse entre ellos para quedarse con la presa, que ya comienza a ser escasa para todos. Es esto lo que ha empujado a Inglaterra al Brexit, para intentar ir sola a sus dominios coloniales y las disputas por los mercados. EEUU defiende su dominio, hoy amenazado. Y así, entra al mundo nuevamente como un volcán en erupción buscando imponer aperturas arancelarias aduaneras en todo el planeta, mientras cierra sus fronteras, en beneficio de sus transnacionales, su capital financiero y su propio mercado interno. “América Primero” ha dicho Trump inclusive a sus socios como Japón e Inglaterra. Así es que los piratas imperialistas yanquis, con la suba de los aranceles al acero y el aluminio, han largado una política agresiva contra el Maastricht imperialista, puesto que Alemania nuevamente se ha fortalecidoconquistando su espacio vital en Europa. Sus negocios con la Rusia de Putin y el este europeo, le permite gas, petróleo a bajo costo y, aliada a Francia y demás potencias de Europa, están utilizando el este europeo para sus maquilas, como hace EEUU en México y América Latina. Desde allí avanzan en disputar las zonas de influencia yanquis en el mundo semicolonial y en el mismo mercado norteamericano. Así, la “gran Alemania”, uno de los exportadores más importantes del mundo en máquina-herramientas y alta tecnología, se ha fortalecido en la economía mundial. Los piratas imperialistas hacen acuerdos y los deshacen a cada paso. Son verdaderos bandidos armados hasta los dientes disputándose los negocios del saqueo y explotación de los trabajadores y los pueblos oprimidos. Con la crisis económica que estalló en 2008, el mercado mundial se ha achicado. A un imperialismo solo le puede ir bien si a los otros les va mal. Ya no alcanzan los negocios para todas las potencias imperialistas. Esto empuja cada vez más no solo a la guerra comercial sino, como veremos, a futuras conflagraciones mundiales. Rusia y China buscan entrar a los grandes negocios asociados a las distintas potencias imperialistas. Pero estas no ceden ni cederán terreno e irán por esos grandes mercados, con una ofensiva política del mismo calibre de saqueo, sumisión, endeudamiento y pactos contrarrevolucionarios que ya están haciendo en el resto de los BRICS (Brasil, India, Sudáfrica, etc.) y en el resto del mundo semicolonial. Trump le disputa al eje franco-alemán su patio trasero del este europeo y sus acuerdos comerciales con Putin. Trump pelea por las empresas estatales de China que dan ganancia, como las del acero, energía, las mineras, etc. Alemania con Inglaterra firman el tratado de la “nueva ruta de la seda” desde China hasta Londres. Las distintas pandillas imperialistas buscan rendir a China para así controlar la producción de acero a nivel mundial. También quieren quedarse con la mayoría accionaria de todos sus bancos. En última instancia es la disputa por quedarse con nuevo mercado de 400 millones de consumidores chinos, mientras 1200 millones de habitantes viven en las peores de las penurias y la esclavitud. La pelea es por Rusia y China. El imperialismo japonés, mientras EEUU disputa todos los negocios del mundo, acaba de firmar un pacto de libre comercio con la India, que la somete totalmente a los intereses de Tokio. La ofensiva de Trump sobre Corea del Norte para “domesticar” a Kim Jong Un es parte de la avanzada yanqui por el control del Pacífico. El control de la Península de Corea le es clave en el futuro para cercar a China y como una nueva fuente de enormes negocios. Como ayer en el caso de Irak, el imperialismo utiliza la excusa de “armas químicas” o “nucleares” para preparar invasiones en masa. En el Pacífico, EEUU, con su socio militar Japón, tiene bases militares con la última tecnología militar y una de las mayores flotas del mundo, junto a la del Atlántico norte. Los yanquis tienen el 80% de gastos militares de todo el planeta. Tienen 19 flotas de mar con 19 portaaviones, cuando China recién está construyendo el primero. El imperialismo norteamericano tiene 500 bases militares en el planeta, junto con sus aliados de Inglaterra y Japón. Le ha dejado a Putin quedarse con bases en Crimea y en Siria para que actúe como sicario en Eurasia. De eso se tratan las reuniones entre Trump y Putin hoy. Camaradas, La guerra comercial de hoy se expresa con graves choques políticos a nivel internacional entre los distintos gobiernos imperialistas que defienden los intereses de sus monopolios, y negociaciones con las burguesías nacionales. Inclusive la OTAN está en cuestión. Estamos ante cambios históricos, en donde estos choques políticos en la guerra comercial con la que se disputan el mercado mundial mañana serán enfrentamientos militares y guerras de carácter regional, continental y mundiales -que seguramente comenzarán con disputas a través de terceros para ir disputándose zonas del planeta- si la clase obrera no los detiene con la revolución socialista. Camaradas, En la guerra comercial, los piratas imperialistas se sostienen en corrientes social-chovinistas, que atan la suerte de los trabajadores a la de sus propias burguesías imperialistas y sus aventuras contrarrevolucionarias en el planeta. El NPA francés apoyando a Melenchon para salvar a la V República imperialista francesa ante la crisis del Partido Socialista, al SWP inglés sosteniendo a Corbyn y los laboristas, el partido de las transnacionales inglesas, para recrear entre los trabajadores ingleses una marea que defienda los negocios de la corona inglesa en el mundo. Ni hablar del Podemos votando al gobierno del PSOE en el estado español para salvar a la monarquía borbona. Los partidos estalinistas han sido preservados por occidente para que controlen las centrales sindicales para someter a los trabajadores a los gobiernos y regímenes imperialistas y de las burguesías nativas en el mundo semicolonial. En este mismo sentido, en Japón, como ustedes bien denuncian, la burocracia sindical y el estalinismo llevan a los obreros a no enfrentar el intento de reforma constitucional que impulsa Abe para que el imperialismo japonés libre guerras en el extranjero. El Partido Comunista Japonés le cubre su flanco con declaraciones que aceptan una “guerra por la defensa de la patria”. Eso hacen el estalinismo y los renegados del trotskismo en todo el mundo, como socialchovinistas en las potencias imperialistas y sirvientes de las burguesías nativas en el mundo semicolonial. Camaradas, Desde la Latinoamérica martirizada por el imperialismo denunciamos la última puñalada por la espalda que le ha dado el estalinismo a la clase obrera de todo el continente americano. Primero, con el abrazo de Obama Castro, sometieron a la clase obrera norteamericana a las pandillas imperialistas del Partido Demócrata. Con las boliburguesías, expropiaron la lucha antiimperialista de las masas y sometieron América Latina al imperialismo. Desarmaron a la resistencia colombiana. Avanzaron a pasos agigantados a la entrega de Cuba al imperialismo, mientras que en Venezuela, Nicaragua y Bolivia matan de hambre y a los tiros al pueblo. En Cuba se vive una de las mayores tragedias de la clase obrera latinoamericana. La última asamblea nacional cubana ha decretado que LA PROPIEDAD PRIVADA HA VUELTO A CUBA. Eso ha quedado inscripto en la constitución. El estalinismo ha llevado a la práctica el programa de los gusanos de Miami. La propiedad privada ya es ley en la Cuba de los Castro, como lo es el derecho de herencia. Esta situación es gravísima. Trump y el imperialismo yanqui han pisado su patio trasero para ir a nuevas aventuras en el mundo. Blindan sus regímenes, como en Argentina o Brasil, sacando a las fuerzas armadas a las calles. Así, desde el Cono Sur, con sus nuevas bases militares, buscan controlar las rutas del Atlántico. Ya existe una enorme base de la OTAN en las islas Malvinas. Enormes ataques contra la clase obrera de todo el continente se profundizan. Las masas presentan batalla. Contra la estafa de la revolución bolivariana, se combate en Nicaragua, en la ciudad de Masaya insurrecta, como también se enfrenta a las tropas de la ONU y sus gurkas de América Latina en Haití. La clase obrera en Argentina, el 18 y 19 de diciembre de 2017, se ha sublevado y le ha provocado una dura derrota a la policía asesina de Macri, mientras la izquierda reformista y los dirigentes de los sindicatos intentan ahogar ese enorme combate de masas para que nunca más vuelvan a luchar como en el 2001 echando, con combates en las calles, paros, piquetes y la huelga general, al presidente De la Rúa. Camaradas, Contra la guerra declarada por los de arriba, la clase obrera también presenta batalla en todo el mundo. Batallones clave de la clase obrera ya combaten en las calles de París, de China. La clase obrera griega vuelve a la huelga general contra el gobierno social-imperialista de Syriza. Los trabajadores rusos ganan las calles contra Putin en defensa de su jubilación. Los obreros metalúrgicos y mineros combaten nuevamente en Ucrania. En Sudáfrica realizaron una enorme huelga general que llevó a la caída del presidente Zuma. En Perú se sigue desarrollando los combates de todos los sectores de los explotados. Las burocracias sindicales, el estalinismo y los renegados del trotskismo en todo el mundo, se niegan a coordinar la lucha internacional de los trabajadores. Para parar este ataque y esta guerra de los capitalistas y las potencias imperialistas, la clase obrera internacional debe ganar las calles y unificar sus combates. El mundo se ha llenado de luchas contra la flexibilización laboral y los despidos, contra el saqueo imperialista y las cínicas dictaduras asesinas que, como las de Medio Oriente, están bajo el mando de las petroleras imperialistas masacrando a todos los pueblos de la región. El social-chovinismo somete a la clase obrera a sus respectivas burguesías país por país. Aquí y allá se realizan congresos internacionales, como el de Notas Obreras de EEUU, la llamada “Red Sindical” de Conlutas de Brasil y Solidaires de Francia que agrupan a decenas de centrales sindicales del mundo, o como los congresos de las centrales sindicales estalinistas que realizan todos los años. Todos se han negado a impulsar una coordinación efectiva y concreta en jornadas de lucha mundiales contra la guerra que nos han declarado los capitalistas a los trabajadores. Se han negado y se siguen negando a coordinar una acción unitaria par parar las masacres que impone imperialismo, como en Siria junto a Putin, Turquía y el perro Al Assad, o con el clan saudí sobre la nación yemení, o como hace rato hacen los yanquis pisando Afganistán. Camaradas, en estas guerras contrarrevolucionarias el imperialismo desarrolla y prueba su más avanzada tecnología militar. Ya han desarrollado bombas dirigidas por “inteligencia artificial”, capaces de distinguir su blanco y con 100% de efectividad y precisión, con movilidad propia, que no se detienen ni detonan hasta alcanzarlo. Son armas letales en manos del imperialismo que harán una nueva carnicería del proletariado. Es que solo así se sobrevive este podrido sistema capitalista, desarrollando parasitismo y fuerzas destructivas. Camaradas, hace 7 años comenzaba la revolución siria. Estuvimos con ustedes luchando por la solidaridad internacional con las masas sirias. Allá por 2011-2012 estas ponían en pie los comités de coordinación de obreros y soldados, y dejaban al régimen de Al Assad al borde del abismo. Después de 7 años podemos decir que el imperialismo se concentró en Siria, con un genocidio que ha dejado más de 700.0000 muertos y 15 millones de refugiados, para contener la cadena de revoluciones de Magreb y Medio Oriente y escarmentar a la clase obrera mundial, mostrándole lo que le va a pasar si “osa” levantarse por el pan y la libertad. Los trotskistas de la FLTI, que hoy colaboramos con editar el periódico La Verdad de los Oprimidos desde la resistencia siria misma, hemos regado con nuestra sangre esa heroica revolución de obreros y campesinos contra el fascista Al Assad. Hemos corrido la misma suerte de los más aguerridos y heroicos combatientes de esa revolución. Es un honor saludarlos desde la Brigada León Sedov, desde las últimas trincheras de la revolución siria. La revolución siria ha quedado cercada, aislada, mil veces calumniada. El imperialismo, en retirada de Irak, no podía atacar directamente en Medio Oriente. Por eso utilizó a Al Assad para que, como fuerza fascista de ocupación, masacre al pueblo en armas. Muchos no nos creían, pero ya ha quedado claro que con el pacto de Turquía y Rusia partieron Siria. Turquía sostiene a los generales del ESL que entregaron las ciudades rebeldes desde adentro, mientras Putin con Al Assad los masacraban con bombas de barriles y misiles, devastando ciudades enteras. Los yanquis invadieron Raqa y Deir ez Zor. Se quedaron con los pozos de petróleo. ¿El ISIS? Luego de cumplir su función de ahogar en sangre también las zonas liberadas por las masas, ya es un apéndice del avance de Al Assad masacrando las últimas trincheras de la revolución, como en Daraa y Yarmouk. Los velos se corren. El sionismo, abrazado a Putin y Turquía, masacrando al pueblo palestino en Gaza, se prepara para entrar a poner orden en la región. Así funciona el siniestro pacto de Ginebra, desde donde se parte Siria y se conspira para masacrar la revolución en ese país y todo Medio Oriente. Esto mismo hizo Putin con EEUU en el pacto de Minsk para partirse Ucrania y estrangular la revolución que estallara allí en 2014. Putin se quedó con Crimea, junto al estalinismo dividió a la clase obrera ucraniana mientras el imperialismo imponía en Kiev un régimen fascista. La oligarquía prorrusa del Donbass maniató, apoyada en la quintacolumna estalinista y en las bombas de Kiev, a los mineros sublevados del este ucraniano y recreó la falsa ilusión de una “Nueva Rusia”, que quedó cercada y aislada por las tropas de la OTAN, la base rusa de Crimea y las tropas fascistas de Kiev. Pactos contrarrevolucionarios, masacres, traiciones por la espalda, entregas de adentro de las masas revolucionarias… Son amargas derrotas de las que los revolucionarios del mundo debemos sacar una gran lección para los nuevos combates que están por venir. El imperialismo se volcó para aplastar estos focos de la revolución y para ello contó con el apoyo decisivo de la izquierda reformista mundial, que se puso a los pies de Al Assad y Putin, o a los pies de los imperialismos que ellos consideran “democráticos” llamándolos a que armen a las masas sirias. Camaradas, Como todos estos años estamos con ustedes. Como corrientes obreras internacionales debemos resolver qué lucha internacionalista común tenemos para proponerles a los trabajadores del mundo entero. Ustedes han hecho suyo el grito de guerra de “¡El enemigo está en casa!”. La tarea de toda clase obrera en los países imperialistas es paralizar la maquinaria de guerra de su régimen y gobierno, que aterroriza y masacra en el mundo semicolonial. In the present situation of deep and global capitalistic crisis, as the capitalist system becomes more and more decadent and as the rivalries between the old imperialistic powers and the emergent capitalistic economies become more and more furious, the danger of an expanded or even generalized imperialist war and even of a nuclear war approaches. The USA, which declines economically without stop in comparison with the emergent economies, whose the great protagonist is China, is trying and will try everything to halt this decline and to regain its dominant position as the world leading capitalistic economy. The downfall of the economic power of the USA causes a great political crisis, both inside the USA and in the world bourgeois and imperialist leadership. Inside the USA, it has already caused the absurd and ridicule phenomenon of the Donald Trump administration and in the same time the advent of the working class, anti-racist and feminist movements. Yet, the militarist politics of the USA government are not specific and exclusive to this administration. It’s the essence of the big capitalistic monopolies of the USA and of its imperialist state apparatus. At the same time, the whole “order” of the post-war and post-1989 world, based on the economic, political and military supremacy of the USA (unchallenged some decades ago, which is not the case now) and its co-existence with the European imperialists (in big crisis themselves, as well), is falling apart. The factories, the capitals, the reserves of gold, the currency reserves, even the consumer’s power is being amassed in China, letting the former dominant capitalistic economies with nothing but deficits, debts, de-industrialization, unemployment and the parasitic vultures of the stock exchange system. The world is being threatened by a generalization of war, a new world war, between alliances, whose the central axes will be the USA on one side and on the other China, along with, as it seems, Russia. The war in Middle East, the tragedy of the people of Syria, of Iraq, Yemen, Palestine, Libya etc. shows what may follow for the whole world. And yet, the leaderships of USA and of Russia, by far the biggest nuclear powers, are threating each other with a nuclear apocalypse. The workers, the peasants, the humanity is in a great danger. Of course, there is no doubt that the American imperialism is still the most armed, war-monger and — in this sense — the most dangerous for world proletariat and humanity. The coups, military or “colored” interventions, wars etc. that has unleashed in the past years (either openly itself or with the use of proxy forces) are a testimony to this, as well as its tremendous military spending. The blood bath and chaos in Middle East is first and foremost due to this USA agenda. This point is critical for countries and regions dominated by the imperialists of the “West”, in order to avoid the disorientation and paralysis of the antiwar struggle under the pressure of “anti-Putin” etc. bourgeois and mass media propagandistic hysteria. This does not mean, of course, that the workers’ and youth movement, the revolutionary forces, should rally with this or that “good imperialist”. The way to build a really massive and effective antiwar movement is based on class independence and proletarian internationalism. In our country, Greece, which is a member of NATO (with one of the biggest percentage of military spending globally with regards to the GDP!), the Greek capitalist class has formed an alliance in the east Mediterranean Sea with the reactionary states and governments of Israel and of Egypt, and participates actively in the spreading of war, in the profit of the Greek capital and of the imperialist monopolies. The people of the whole region of South East Mediterranean are severely threatened by the growing capitalist/imperialist competition over the newly located energy resources. It’s the same in the Balkans, which the USA is trying to convert to a huge military base and buffer against Russia. We are trying to develop an antiwar movement, which will withdraw Greece from NATO and the warmongering European Union, which will call back all the Greek soldiers from abroad, which will reduce the spending for war armaments – and of course that will shut down the many and dangerous military bases. Finally, we are trying to develop the consciousness that the wars to come are not our wars, they are not working class wars, that the “defense of the homeland” is a bourgeois trap. For us, the way out of the horror of war stands in the international cooperation of the working class movements, the development of common international struggles, in the development of an anti-war and anti-imperialist movement and finally in the socialist revolution. In all cases, we all know the disaster left by the nuclear bomb. In Maohi Nui and due to the secrecy of the nuclear test, we lost two islands to France and people who lost their land have never been compensated and our local government could not claim them back. Both low-lying islands where atmospheric and underground tests have been carried out, are collapsing with a great chance to produce a regional tsunami. Although France recognize the fact but nothing could be done. We all know the danger of nuclear radiation and the impact of the radiation on human body. Most of the worker who have been on site are in a danger to die of cancer or to have genetic mutation. France only recognizes some of the cancers due to radiation. The people, who have been exposed to the first radiations and who are ill due to the exposure, still have problem to get compensation from France. France refuses to recognize that more cancers are induced by radiation. Since most people of Maohi Nui were fully or partially exposed to nuclear radiations, the future generation of Maohi Nui is now under the threat of being malformed. Maohi Nui was re-inscribed on the UNO list of decolonization on May 17th 2013 with a mention on the consequences of the nuclear tests. Today, France would like to remove any statement referring to the nuclear term to avoid scrutiny from the UN decolonization committee. France and imperialist countries from Europe and USA are using any strategy to undermine our effort for the recognition of the negative impact of their nuclear tests and for our self-determination. While we are still healing our old wounds, a new world is being put in place by imperialist countries which concerns are dominance, welfare and benefit of a minority by making use or by selling arms often tested and developed on foreign grounds. Мы, в основном, согласны с анализом сложившейся в мире ситуации, представленном в Обращении к Ассамблее. Экономические кризисы мирового капитализма, начиная с 1973, приобрели волнообразный характер с тенденцией сокращения длины волны: 1973 – 1997 – 2008 – 2014… Но в надстроечной, политической сфере неразрешимые противоречия внутри мировой империалистической системы демонстрируют только одну тенденцию — непрерывного обострения. Чтобы спастись от угрозы очередной экономической кризисной волны, падения роста ВВП вплоть до стагнации, теоретики из правящей элиты США на рубеже веков вновь обратились к «проверенному» вроде бы империалистическому лекарству — инвестициям в военно-промышленный комплекс. А для их обоснования и стимуляции выдвинули теории локальных войн и управляемого хаоса. Первыми жертвами воплощения этих теорий в практику стали народы Ближнего Востока. В качестве примера можно привести развитие ситуации в Ираке. Объявив, что Саддам Хуссейн обладает оружием массового уничтожения, Буш-младший ввёл войска, чтобы устранить диктатора и принести народу Ирака демократию. Диктатор устранён. А вместо демократии уже много лет массовые, почти ежедневные теракты с десятками и сотнями жертв. Сунниты взрывают шиитов, шииты взрывают суннитов. Естественный результат: массовый поток беженцев из Ирака. После «славной победы парней Буша» и казни Саддама Хуссейна «вдруг» выясняется, что американская разведка дала ложные сведения: никакого секретного оружия массового поражения у Хуссейна не было. А затем этот управляемый хаос перестал таковым быть: возник ультра-террористический и ультра-вандалистский монстр ИГИЛ. Он угрожает всем, арабским народам в первую очередь. И разъединённые удары со стороны США, других стран НАТО, России нанесли серьёзный ущерб бандам ИГИЛ в Сирии и Ираке. Но одновременно, особенно в Сирии, возник клубок противоречий, в который вовлечены США, их европейские соратники по НАТО, эрдогановская Турция и путинская Россия. В вашем Обращении правильно указывается, что Трамп «массово продает оружие в Саудовскую Аравию и подстрекает ее к войне против шиитского Ирана. Теперь эта суннитская держава бомбардирует без различия район шиитских сил в Йемене истребителями американского производства. Трамп — это поджигатель войны на Ближнем Востоке!» Совсем недавно он бросил увесистый камень в установления ООН по принципам израильско-палестинского урегулирования. Речь идёт о переносе посольства США из Тель-Авива в Иерусалим. Статус этого города нераздельно связан с решением проблемы сосуществования двух равноправных государств на территории бывшего британского протектората. Провокационный шаг Трампа вызвал новый всплеск напряжённости в регионе, что только на руку как сионистскому руководству Израиля, так и экстремистским организациям: ХАМАС (Палестина) и Хезболла (Ливан), получающая спонсорскую поддержку Ирана. А премьера Израиля Нетаньяху Трамп настолько вдохновил, что он провёл через кнессет (правда, с трудом) закон о лишении арабского языка статуса второго государственного. Новый апартеид? Какое место в запутанном клубке межимпериалистических противоречий занимает Россия? Сегодня по валовому внутреннему продукту у России 6-ое место в мире (за Китаем, США, Индией, Японией и Германией). Её можно рассматривать как империалистическое государство периферийного капитализма. Кстати, по инвестициям за рубежом в процентном отношении к ВВП сегодняшняя Россия опережает Россию царскую. В ней установился бонапартистский режим, социальной базой которого является богатейшая олигархия в симбиозе с высшей бюрократией и верхним слоем силовых структур. Режим опирается на этот симбиоз и зависит от него. Авантюрная политика режима привела к ощутимым экономическим санкциям со стороны США и ЕС. Возникающие от всего этого тяготы испытывают трудящиеся. В центре нынешней конфронтации с властью — борьба против принятия правительственного законопроекта о повышении возраста выхода на пенсию. По всей стране проходят акции протеста. Их инициаторы — левые политические организации и независимые профсоюзы. Три из четырёх фракций Думы — КПРФ, Справедливая Россия и ЛДПР — поддерживают протестные акции. Главные аргументы протестующих таковы: все трудности Пенсионного фонда могут быть сняты: 1) введением прогрессивной шкалы налогообложения (сегодня Россия, вероятно, единственная страна в Европе с плоской шкалой); 2) внесением поправки в Трудовой кодекс, предусматривающей индексацию зарплат пропорционально инфляции; 3) ужесточением контроля работодателей, часто прибегающих к выплате зарплат «в конвертах», чтобы избежать отчислений в социальные фонды, включая Пенсионный. И мы отвергаем ссылки правительства на более высокий возраст выхода на пенсию в странах Запада. Несопоставимы уровни зарплат и пенсий и размах в распределении доходов. В России 1% сверхбогатых владеют 71% национального богатства, а децильное соотношение (10% самых состоятельных граждан/10% беднейших) приближается к 20, в то время как в СССР колебалось в пределах от 4 до 6, как ныне в «социальных государствах» Европы. Очевидное новое обострение всеобщего кризиса глобальной системы империализма, к сожалению, совпадает с продолжающимся кризисом левого и, в первую очередь, коммунистического движения. В том, что крайне правые добиваются успеха, есть и наша вина. Мы считаем, что кризис коммунистического движения и на национальном, и на международном уровнях можно преодолеть. Различия в позициях компартий относятся, в основном, к оценкам и ранжированию причин поражения 1991. Но в необходимости освободить страну и мир от капиталистического варварства у нас разногласий нет. 24-25 июля 2018 в городе Эретриа, Греция, прошла Чрезвычайная встреча левых политических партий и организаций Балкан, Средиземноморья, Ближнего Востока. Присутствовали и представители других регионов (Северной Европы, Латинской Америки, Южной Африки). Организаторы встречи: Балканский Социалистический центр «Христиан Раковский», Рабочая революционная партия Греции (ЕЕК) и Революционная рабочая партия Турции (DIP). Also, we wish to thank the organizers of this event for their invitation to us to send a message to the assembly. We would very much have liked to attend the assembly, in order to join the discussions on this very subject. But due to a host of reasons we cannot. On the 73rd anniversary of the great massacre organized by US imperialists against the peoples of Hiroshima and Nagasaki, we remember the victims in great respect and humbleness and reiterate once again our resolve to struggle against all the forces that may, in the future, cause a repetition of such barbarism anywhere in the world. In Turkey, we are facing a regime of increasing oppression. Tayyip Erdogan, has won another election, which seems to be a milestone for the country since the new system of presidency voted on April 2017 provides the president enormous powers and weakens the power of the parliament. Regarding the domestic politics, Erdogan is a clear enemy of the workers class. On the other hand, his foreign policy has huge contradictions. After the failed coup of 15th July 2016, getting closer to Russia he seemed to blame the US imperialism for its support to the Gulen movement, which is the main actor behind the coup. But on the contrary, he is still eager to sustain the alliance between Turkey and the US imperialism: e.g. the İncirlik base of the US is still functioning, Turkey is still a member of NATO. We witness a great tragedy for the masses of the Middle East. The civil war, which followed the brutal response of the Assad regime and the usurpation of the Syrian revolution — a continuation of the Arab revolutions — by the sectarian factions, turned most of the Syrian population into refugees. Also hundreds of thousands of people lost their lives. Gaza is under a brutal blockade. In Yemen, the Saudi led coalition backed by imperialism attacks the Houthis, and tries hard to clear the country from any political power which does not stand in line with Saudis, Zionists and imperialists. The ongoing violence and possible new escalations are consequences of the desire of the US and European imperialists to strengthen their control on the resources of the Middle East, but perhaps more importantly, they are part of a general imperialist strategy, aiming to encircle Russia and China, both constitute fertile new markets for the US and European capital. This siege can easily be observed in Eastern Europe, the Balkans, the Caucasus, and Central Asia as well as in the South China Sea. Although, DIP does not give any political support to Russian, Chinese or Iranian regimes and supports the revolutionary struggles against them, it fights for the defeat of the imperialist powers in their prospective wars with these countries, since DIP regards the US and the EU imperialists are the biggest threats against the interests of the world proletariat. Nuclear weapons are certainly a scourge on the peoples of the world. However, unless there is complete denuclearisation around the world, we stand for the right of those countries that find themselves faced with the threat of imperialism to build and/or maintain their own nuclear arsenal. North Korea has the last remnants of a workers’ state and feels threatened by the presence of US troops to the level of 40-45 thousand soldiers on South Korean soil and a similar number in Japan. It is not right to ask for North Korean denuclearization under these circumstances. We have no confidence in Kim Jong-un. He may even be maneuvering to integrate his country into the imperialist capitalist system. But in its conflict with US imperialism we stand with North Korea. In the case of Iran, there is a very clear strategy of leaving Israel as the only nuclear power of the Middle East. All in all, we oppose any denuclearisation of China, Russia, North Korea and Iran, given the reality that the imperialist countries do own nuclear weapons. But most importantly, the main strategy and relevant tactics must be the outcomes of the discussions in a democratic centralist world party, the International. Separate attempts and campaigns are of course precious, but we immediately need to build our world party in order to combat the imperialist-capitalist forces that lead us to a nuclear war and barbarism day by day!   In solidarity! ◆ Тюменский областной комитет РКРП-КПССи обком РОТ ФРОНТ 3 августа 2018, Россия   Уважаемые товарищи! Мы приветствуем всех участников и гостей 56-ой интернациональной антивоенной ассамблеи, проходящей в условиях сложной международной обстановки, когда мир вновь поставлен под угрозу новой Мировой войны. В январе 2018 г. ученые перевели часы судного дня на 30 секунд вперед — теперь по их мнению до угрозы ядерной войны остается чуть меньше двух минут. Сложная мировая обстановка, империалистические амбиции США и стран НАТО постоянно приближают мир к угрозе развертывания войны. Все прекрасно понимают, что в сложившихся условиях это будет война с использованием принципиально новых типов вооружения, в том числе и ядерного оружия. В этих условиях очень важно сплотиться в единой борьбе против очередной ядерной гонки, в которую правительство Трампа постоянно стремится втянуть новые страны. В этой связи действия Председателя Государственного Совета КНДР товарища Ким Чен Ына, направляющего огромные ресурсы на развитие ядерного вооружения, являются тем щитом, который удерживает страны НАТО от активных наступательных действий. 30 лет назад эту роль выполнял Союз Советских Социалистических Республик. Именно существование СССР и его ядерной программы все годы после окончания Второй Мировой войны являлось залогом того, что на планете Земля существовал мир. После оглушительной Победы Советского народа над фашизмом мировая буржуазия была вынуждена считаться с силой и мощью Советского Союза. Это было залогом того, что в мире не была развязана новая глобальная война. Мировой капитал прекрасно понимал, что в случае такой войны ему придется столкнуться с противником, победить которого будет невозможно. Это было лучшей гарантией мира на планете. И сейчас такие гарантии вновь необходимы. За последние 30 лет агрессии со стороны США и других «развитых» капиталистических держав подверглись Югославия, Ливия, Ирак, Сирия, Ливан, Афганистан, Йемен и другие страны. «Антитеррористические операции» в разных странах постоянно нагнетают угрозу возникновения полномасштабного военного конфликта, в который будут втянуты все мировые державы. Страны НАТО постоянно поддерживают различные правые режимы, являющиеся форпостами интересов капитала и подавляющие собственные народы и рабочее движение. Не останется в стороне и Япония, которая постоянно поддерживает политику США и является одним из его главных союзников вне стран НАТО. В этих условиях проведение 56-ой интернациональной антивоенной ассамблеи — это очень важный и принципиальный шаг, который удержит мир от скатывания в пучину ядерного столкновения. Нужно понимать, что правительство США очень опасается угрозы своему мировому господству, потому и идет на все, чтобы поддерживать постоянной дестабилизации в обществе. В этих условиях КНДР создает оружие не только для защиты своей страны — это щит от ядерного удара для всего человечества. Агрессивную политику США мы можем увидеть в Сирии. Постоянные ракетные и бомбовые удары по городам этой страны являются актом устрашения и в очередной раз наглядно доказывают, что для проведения империалистической политики империалисты пойдут на все. Именно на это направлена политика агрессоров: передел источников сырья, распределение между несколькими странами территорий по их транспортировке, изменение границ и уничтожение целых государств. Нельзя не признать правоту участников ассамблеи, говорящих о том, что «современный мир покрыт мрачными тучами войны, нищеты, авторитарного господства и фашизма нового типа». Показательным в этих условиях является пример «лабораторного эксперимента», проводимого США и Евросоюзом в отношении Донбасса непосредственно у границ РФ. Россия поставлена перед выбором — или помогать народу Луганской и Донецкой Народных республик в справедливой борьбе с открыто грозящим ему расправой и закабалением украинским нацизмом, или бросить его на гибель и тем самым дать возможность для развития фашизма на постсоветском пространстве. В подобной ситуации ключевой проблемой для России является отношение к ситуации вокруг Донбасса и потому необходимо определиться в правильной стратегии. Полумеры здесь не помогут. В этих условиях отказ от борьбы, к которому призывают участники 56-ой интернациональной антивоенной ассамблеи, приведет к империалистическому захвату территорий, а значит к нарушению Хельсинского соглашения о недопущении передела мира. В сложившейся ситуации мы призываем участников 56-ой интернациональной антивоенной ассамблеи поддержать справедливую войну трудящихся Донбасса, как справедливую борьбу трудящихся против империализма США. Только в этом случае жители Донбасса будут спасены от гибели. Сегодня не на словах, а на деле нужно вести борьбу за права трудящихся! Борьбу за сохранение миллионов жизней! Черепанов ◆ ΑΝΤ.ΑΡ.ΣΥ.Α August 6th, 2018, Greece   ANTARSYA (Anticapitalist Left Cooperation for the Overthrow), the front of the anticapitalist Left in Greece, addresses a warm greeting to the 56th International Anti-war Assembly in Japan. The defense of peace and the struggle of the anti-war movement against the imperialist interventions and competitions, against the nuclear war, against the military equipment are now more relevant than ever to the slogans of this year's Anti-war Assembly. The holding of the Convention one day before the anniversary of the Hiroshima disaster by the atomic bomb commemorates the innocent victims and reminds us of the duty to fight against the nuclear threat. The policy of the government of the President of USA, D. Trump, as a result of the capitalist crisis and the intensification of contradictions between the imperialists, has brought to light the threat of war and the destructive race for the military equipment. The so-called US trade war with China and the EU shows that the cause is the profit of the capital, the multinational companies, the banks and the industry. The US's aggressive policy and China's trial with the "One Belt, One Way" initiative and also Russia's trial to compete for political and geo-strategic influence, for resources, hydrocarbon ducts and trade-offs create regional conflicts, tensions, measures and countermeasures. In the military clashes in Syria, Iraq, Yemen, in the competition for hydrocarbons in the Eastern Mediterranean, in the almost crisis on the Korean Peninsula and the Yellow Sea, the imperialists, with the support of smaller or larger regional powers, are destroying the lives of the peoples, scattering death, refugees, poverty and the decline in living standards in order to save the cost of equipment, but they also create an anti-freedom regime to hit the resistances. The neoliberal restructurings or "reforms" are just the other side of this situation. From the USA to Russia, and from the EU countries to China and Japan, the bourgeoisie is united in its attack against the world of labor and peoples, with an intensive exploitation, violent blows on labor relations, privatization of infrastructure and the natural environment, deconstruction of the structures of education, public health, social security and care. Whether in the so-called first developed world or in the so-called third world, workers have lost the right to 8-hour work and decent pay. The bourgeoisies have at their side reactive and anti-democratic regimes of dictatorial type, they have fascism, racism, ethnicism and religious fanaticism that propagate the civil war between the poor and the subjugation to the exploiters, the harsh competitive society of modern capitalism the retreat of the workers' movement and the ideas of social liberation. The bourgeoisie could not gain so much ground if it had not been backed by the bureaucratic unions and the yellow employers' syndicalism, and if the reformist and regime Left — even when it talks about communism and radicalism — did not submit to parliament, Europeanism and Atlanticism, and did not discredit the idea of social liberalization either by identifying it with the bureaucracy that collapsed in existing socialism or by managing capitalism with a "human face" in the footsteps of a failed social democracy. Moreover, despite the difficulties, the aggression and barbarism of the capitalism of our time, the workers and the peoples resist. The struggle of the people of Palestine against the state-terrorist of Israel and the racist regime such as the apartheid, inspires and brings hope to those who fight for a better world. The capitalism of our time, besides dangerous, is also submerged in the crisis that erupted ten years ago, which it can not overcome. Resistance, the continuous unifying struggle for overthrow, solidarity, and proletarian internationalism are weapons that have hampered and reversed the policy of capital. It is the way to defend our work, land, rights, freedoms and lives, to defend peace and a natural environment that is sustainable for humans. In this way, with the power of the organized labor and popular movement, we will build our own alternative, the anti-capitalist overthrow of socialist transformation and the revolutionary change of the world with the aim of the liberating prospect of communism. With these thoughts, ANTARSYA is giving its own battle to contribute to the revival of the labor movement in Greece against the brutal policy pursued by the SYRIZA-ANEL government with the EU and the IMF. The government, supported by the ND (New Democracy, right) and the center-left parties, and the consensus of the neo-Nazi criminal Golden Dawn, supports the deeper relationship with the US, NATO and the imperialist machine of war to secure the profits of the Greek bourgeoisie. Greece joins the reactive axis with Cyprus-Israel-Egypt on the side of the United States. This raises the Greek–Turkish competition, especially the EEZ hydrocarbons, with multinationals — especially the US — preparing for profits. The NATO solution to the struggle over the name of the Republic of Macedonia is being promoted, not at the expense of nationalisms and in favor of peace, but on the contrary. The Western Balkans are tied to NATO, which is synonymous with the war threat and becomes a business venture, in which the Greek bourgeoisie expects a large share. At the same time, the government is a contributor to EU racist policy at the expense of the Syrian crisis and imperialist interventions in the eastern Mediterranean, the Middle East and North Africa. ANTARSYA fights against nationalism, racism, fascism and war, for the defense of Peace and friendship with all peoples of the region, especially Turkey and the Republic of Macedonia.  ANTARSYA aims to make the popular dissatisfaction turn left in the struggle for the shock and overthrow of the political capital–EU–IMF. To change the political association of forces to the benefit of the anti-capitalist program and front. To pave the way for workers and people to get wealth and power in their hands.
